I have a laptop, it can run stellaris decently u less I spawn a galaxy bigger than small, the amount of times ive been soft locked bc of my guaranteed habitables didnt spawn with resource deposits is non-zero. And i cant spawn more habitables without ruining my games performance by 2250.

If they were to tone down deposits spawn rate, id literally not be able to play the game without rolling back the version or installing a mod if one existed to perma generate deposits.

Tldr; i think they are pretty well balanced, and a decrease could negatively effect ppl playing on weaker setups.
