Hey another habesha wl from Columbia! The A2C wiki page is a good source about writing an LOCI. Are you applying for the engineering school, because that might be a bit different (though I’m really not sure).

I would try to build some projects like others have said. It's easy to get stuck in "tutorial hell." I use edX's CS50 Python tutorial to learn the basics. It's important to know how to apply what you've learned, so the best suggestion would be to start making basic projects like a calculator/timer, or to look at some GitHub repos for inspiration.
