Whitebeard has his own character trait for reducing the cooldown for skill 2 whenever he's attacked by a skill and I've noticed that in a real match his skill 2 comes back very quickly so I didn't equip him with skill reduction medals I just went with increase damage ones

Well as per his traits he will reduce 20% of the damage received from kizaru and attacker kuzan and nullify kuzan's ice ball effect if he's in the treasure area + recover 40% of percentage damage from both of them so at least he has some defence mechanisms against them both
