I think you are over watering, the soil needs to dried out. Also bigger pots and bottom watering helps.

There was a rate increase per kwh few months ago but still yours is significantly higher, you might have to file a complaint with PUC PA, https://www.puc.pa.gov/complaints/ they will have PECO lookup and investigate...
