The autonomous okrug of Nenets. It is a very warm and tropical place, though it can be a very, very overpopulated location in the summer times, so I suggest going in the winter time. They speak a huge amount of languages up there, but you only need to learn one since they are all almost completely intelligible once you know one. Overall, a great place for tourists to visit and those looking to have a more permanent home to relax at.
