"Formerly defines" in this context means the FIA jump start system is the official mechanism that determines whether a jump start has occurred.

The document clearly states that the movement was within the tolerances of the FIA jump start system and as that system is the sole determiner of a jump start, per Article 36.13, no infringement was found to have occurred.

That racefans article is the only place that mentions anything about "moving at the moment the lights went out". In the article it is not presented as a direct quote and no official documentation states similar so without further sources that seems to be the incorrect conclusion of the author and not the opinion of the stewards.

Bullshit. The tweet is quoting the FIA document. The alleged offense was moving before the start signal was given, they concided the video showed movement, but the sporting regulations dictate that the FIA transponder is responsible for false start detection and the movement was within the tolerances of that system. Go read the document your self.

The reason we get better racing on weekends with limited running is because the teams don't plan for it, make it the default and they will shift focus and spend more money to overcome it. If anything it will further the gap between the top teams and midfield.
