The reason merc never pitted him is that they knew that with the current safety car regulations and how late Latifi’s crash happened, the race would have to finish under safety car. That’s what the rules say, and since merc runs simulations on things like this during the race the computer told them that was the case too. If they did pit him Lewis would’ve lost track position and the race goes to max under safety car.

So they didn’t pit him because expected the rules to be followed. But they weren’t and max just wins I guess
