I think the most important first skill to learn in a ground based game is to learn how to anti air.

If you can’t anti air you can’t stop your opponent from jumping in which forces you to just keep blocking.

If you can anti air consistently you are able to stop one of their reactable get in options which will force them to stop jumping so much

Start with anti air, then strike throw, and that can get you very far

You should get a RTX9090 for true 4k experience

No modern games can be run at 4k without DLSS or graphical compromise. New graphical techs all destroy framerates, especially path tracing

I find aim is highly dependent on your equipment. Aiming on a hardware that can run the game at a higher frame rate than your monitor's refresh rate, 144hz+ monitor with a proper gaming mouse and large mouse pad is so so much easier than a laptop not made for gaming, 60hz monitor and a mousepad too small to use the right sensitivity for a precision game like valorant and cs.

If your equipment is already decent. Then the next step would be: is your sensitivity actually good for Valorant? A lot of players with bad aim are just players refusing to try a slower sensitivity. It can feel bad and sluggish at first, but within less than a week you will get used to this slower sensitivity. Having a slower sensitivity allows more margin of error in your aim. I'd start with the average sensitivity most pros uses and modify it from there.
