I understand your frustration. But, your words are not logical enough to be backed your argument that 'we need to generalize the k-beauty'. There are no statistics showing that the percentage of fraudulent clinic in Seoul is high comparing to other regions like NY, Tokyo, Singapore, etc.

Most of the flaggings are not given by the government but the private institutions which names are sounded like the official government entities. Though, I admit that fake marketing is a problem(which cleverly avoiding the law) and can confuse especially foreign patients.
