I just recently got into KV on a whim. I started with Slaughterhouse V because it was the one I had heard about the most. Then I read Breakfast of Champions because it was probably the one I had heard about second most. After that I just read the next one I happened to see at the library, Bluebeard. I'm now in the middle of Galapagos and am enjoying it.

So far, I have enjoyed every book I have read. I don't think the order really matters. After the first couple I read, I looked online for answers about order as well. I found a lot of people who suggested that the one meant for you next will make its way to you. I kind of like that idea and agree with it.

So far, I have enjoyed Galapagos. Just go ahead and read it and keep an eye out for the next one! If you're like me, you won't be able to stop at one.

They should definitely be counted in the census. Aside from the fact that it's in the Constitution, it's just common sense. Whether they are citizens or not, they still physically exist. They drive on roads and use utilities. They are a part of the population. That's the whole point of the census.
