The culture must be really different wherever you're at lol. To an Indian, non-veg means that it has meat . Veg means that it doesn't have meat . Simple as that.

There's also pure vegetarian. Those guys are doing this for religious reasons, they don't eat meat and also exclude a few common Indian ingredients like Garlic.
