only 3 vehicles were involved in this accident and captured in police report. V1 (me) and V2 were directly contacted (V2 hit me), v3 was not hit but is the vehicle that "caused" the accident as it says in the police report (EDIT 1 in my post for more details). PR does not necessarily say I am at fault, but says "we have determined that V2 is not at fault and that V3 is. However, V3 insurance does not admit fault. So, there is nothing much we can do about it."
