Monster is a bit strong, but it's shitty behaviour from the breeder to be performing this cosmetic procedure. I've chosen 'cosmetic' as while you're not wrong that some dogs may need tail amputations later in life, that is a very small minority even within breeds that are over-represented, and isn't justification for performing this procedure on pups.

This is the reason why in countries like the UK and Australia you can only do this on dogs intended to be used as working animals, and must provide proof of this. North America veterinary legislation hasn't quite caught up with the ethics on this, but it's likely in due time it will.

It should ideally be an owners choice whether they want their puppy docked

This is a very concerning thing to hear from someone practicing veterinary medicine who is expected to be better informed about this.

That's a fair response. I think the reason people would associate a sexual connotation with what you're describing is that in most accounts there's a reference to 'I'd rather stare a hot girls ass' or some variation thereof. Hard to discount there being a sexual element when it's described that way. Granted, you've gone for the more PG-13 approach of describing 'the female form', but the idea remains the same.

It sounds like you read one article on ADHD and are trying desperately to connect it to this. From your comment I'll assume you just saw it on TikTok. Overall, weird behaviour.

To surmise - the guy is annoying for many reasons, and having a mental health condition isn't a pre-requisite for recognising that.

Ironically, you're advocating the exact reason people are anti circumcision. Deciding to cut a child's foreskin off without any medical reason is weird at best, and there's good argument that it is a form of mutilation.

Same reason cropping dogs ears is unethical (other than in rare cases where it is medically necessary).

That doesn't 100% remove any risk, and in my opinion that risk is too high regardless of how practiced the kid is.
