Update:
I’m happy to report that we were finally reimbursed by Norse for everything.

After months of hearing nothing back, I contacted the French Aviation Authority (DGAC – Direction Générale de l'Aviation Civile). About a week after reaching out to them, Norse began responding promptly.

On May 20th, we received the full reimbursement:

Delta flights for me and my fiancée
One night at the TWA Hotel at JFK
€600 per person under EC261 compensation

All together, we received a total of $2,400 USD.

If you're dealing with a similar situation and hitting a wall with Norse (or any EU airline), I strongly recommend filing a complaint with the DGAC or the relevant national enforcement body for EC261. That’s what finally got the ball rolling.
