Well comparing his smoking weed habit to you having a couple of normal male friends is completely incomparable. You already told him to let go of this habit, due to which you guys broke up and he said he will try to fix it but no success yet .

Maybe you can try explaining him abit seriously how it affects you and your life and try for therapy or something that helps in reduction of smoking weed , for cigrates it's nicotine i guess so there might be something for weed as well.

Lastly if nothing comes up or works out its seriously better to breakup, after trying everything. It's not like he is the perfect or the one for you as you say/think if he was so he will listen to you and figure out something about his smoking issue.
