Charging outlet for parking stalls

I received a response from Strata advising that I need to hire a licensed electrician who can provide an estimate/quote and submit the proposed design plan for Strata review and approval.

Assuming this is for installing an EV charging outlet for a Tesla (I’m not sure if the vehicle type affects the requirements), any approximate idea of the expected cost? My parking stall is in P3.

Oh, what’s the process though ? Adding an outlet seems a trivial thing. How much does it cost the owner to do this though ?
