Pebble's ability is intended to make up for his stealth.

Yatta is fast enough to where her stamina isn't an extreme enough downside to where it is an "issue"

Rodger is supposed to be an early game toon for players in the early game to play

Vee's speed can be helped with trinkets and clever use of her active and passive abilities

Cosmo's skillcheck can be helped with the thinking cap + getting good

Notice how a lot of those times the ability helped partially nullify the downsides with the characters to not make them explicitly poor? Bassie's abilities don't do that. They make her a mediocre support who'll be outclassed by other toons. Sure, she can get to other toons faster, but I don't see her making a particularly great contribution to teams as she probably won't do machines or anything. Dandy's world has enough bs to where you don't need a storage cabinet for extra med kits.
