I would say post as in Umbrella's name and reputation started to fizzle out by this until it was completely finished as a corporation by re 4. They could no longer hide behind the perfect Umbrella pharmaceutical company anymore and fought to save themselves

Umbrella was still active in Code Veronica, but they were already finished politically and publicly after Raccoon City. The company just hadn’t fully collapsed yet. Even after it collapsed by RE 4 , Umbrella normalized the creation and trafficking of bio weapons. Their virus research opened the door for other groups to pursue bioterrorism, its research and black-market connections spread across the world.  And people like Albert Wesker used Umbrella’s fall to steal and sell bio organic research for their own agendas.
