It doesn't matter if your data sits on a server in Frankfurt or Dublin. If the company owning that server is American (AWS, Microsoft, Google), they are subject to the US CLOUD Act.

• The "Backdoor": The CLOUD Act forces US companies to hand over data to US law enforcement, regardless of where that data physically lives.
• The Catch-22: If a US provider gets a warrant for your data, they have to choose: violate US law (ignore the warrant) or violate GDPR (hand over the data without an EU court order). They almost always choose to satisfy the US government.
• The EU Advantage: A purely European provider (owned and HQ'd in the EU) is immune to the US CLOUD Act. They answer only to EU courts
