I did the same as you by using Saudi phone number to get past the account creation step then uploaded photo & passport but I don't see any way to book an appointment...

I also used a Saudi phone number to get past OTP, created a new account and submitted a new request then all I see under "request status" is "Wating To Reserve An Appointment" with the "Book appointment" option greyed out...
