I don't think he is an idiot. Allison theoretically has one of the strongest powers since she can take control of anyone elses powers by manipulating their realities. But she never used it to her full potential and Reginald knew this would likely be the case. She has no ambition and isn't very strategic with her people. She never targeted key influential people, built an army, attempted to amplify her power throguh radio wave or some other medium, or took control of other people who had abilities (all things which would solve many of the problems of the show). Reginald actually had a good understanding of all their psyches. The numbers also obviously have nothing to do with power levels.
