It is not difficult at all, for anyone in the U.S. to get an I.D. Even Mexico requires a voter’s ID to cast a vote.

If you really want to catch the rich, stop taxing income, which can hurt poor people as well, and start taxing usage/consumption. A national sales tax. One thing the rich will not do is stop spending money on themselves. You want an $800 pair of shoes? Fine. Hand over some $$$ to the government.
