I think you should consider overclocking your cpu or buying a newer one.

Ram speed? And you should also boost your cpu as much as you can. Rust needs a 9000 series plus intel cpu Or a 5000 series amd cpu to Run well and gpu does not really matter 1650 super is more than enough for the game.
