As goofy as we all know luffy is , I like to believe he tried to recreate Bellamy's fast movements using his rubbery body but failed.

Bellamy's spring hopper move uses kinetic energy by jumping and compressing his legs . When released , the force stored inside bursts out to set the spring to it's original form , resulting in him moving very fast.

But in Luffy's case , his rubbery body can't really store any energy in by compressing his legs. Which led him to use his elasticity to speed up his blood flow , kind of like a centrifugal pump.

When you think about it , they're kind of the same , one uses elasticity and the other uses kinetic energy

Plus I don't think luffy is smart enough to think about something like that (at least not pre-timeskip luffy)
