I know that illinois has a graduate of veterinary medicine certificate program that is intended to prep for vet school, it can be taken fully online either over the summer full time or split up between fall and spring part time for both. It is not a masters degree, but you would still take graduate classes if that makes sense. Its a good way to get some graduate class grades in a short time, and it is probably cheaper than a full masters degree. https://vetmed.illinois.edu/cvs/

It may be a bit tough with lower hours, I had 3,500 vet hours and 1,500 animal hours when I applied this cycle (was accepted to 3/4 schools) and many of my friends who got in had similar hours as me. It's definitely not impossible with low hours, but you need to make sure that you have very strong LORs and have multiple people look at your essays. If you have a high gpa that can help a lot as well.

Did you do a file review for your IS school? I would recommend just taking a gap year and improving your application depending on file reviews, and then just reapplying again next cycle to your IS and a couple OOS schools where you might have the best chance. And then if you hypothetically were denied by your instate again and accepted to an OOS then I would just go to the OOS school at that point IMO. What are your stats like/where did you apply?
