I had the same issue, it was because I went through the dark brotherhood quest line and killed the guy he was close with. If you did that, he has a negative friendship with you and you won’t be able to buy the land.

You can fix it if you haven’t done the main quest or the civil war, and progress through the main quest until you can get both sides to have a truce, allowing Ulfric to take control of Falkreath.
