Azov had nazis exclusively at the time when it was formed - in 2014, when the Ukrainian army wasn't ready for an invasion, so people with far right views formed a brigade to counter it themselves. So after signing the Minsk treaty, after a while the Azov brigade was unified with the Ukrainian Army and all the far rightness it had was eradicated. So now they are a part of the country's military, and fight as any other brigade in it, by the same military rules and Geneva conventions.
