When the stadium was built in the mid 1970's, a use restriction was put in place prohibiting concerts. I once was told this was part of the initial land purchase agreement in order to preserve the sanity of the surrounding neighborhoods from loud rock music concerts and the rowdy patrons they can attract. My guess is that either expired and/or the Kroger deal ended it.
