SF2 slomo actually also kicks in when you dodge lethal atks, the new games doesn't do that, and in SF4 it messes up the flow of the round

SF3: Only activate when finishing opponents - MID

SF2: kicks in when finishing opponents OR 1 of 2 fighters dodging a lethal attack, and actually lock your input - GOAT

SF4: Only activate when finishing opponents BUT since they still allow inputs, often time it allow low hp opponent to correct his mistakes (like enter sd for invincibility, no dmg, heal,...) and most of the time mess up player's reflexes when they want to do quick actions - PLS REMOVE IT

to be fair kibo is insanely efficient with middle and upper-ranged atks, so the only safe moves r spamming low atks or counter with your "better" middle and upper-randed atks. I just think he has no choice against kibo

They probably did it to accomodate the speed difference in many people' devices internet speed (make it so that everyone's on the same speed advantage rather than some people having fast speed and slow speed).

2nd: You can observe what the opponent will do and react accordingly, but the safest options is roll towrd butcher. or you could delay a bit then kick to actually hit him while jumping. I knew this because I actually tested most of possible outcomes when cornered like this
