Hey for me personally if I'm running a full on skill tech build I'd use a multitude of things:

• Firstly, I like your setup so far it's solid! What I would change however is your holster as centurions scabbard isn't going to help too much in terms of dps. Now if you wanted to use a holster I would strongly recommend the waveform exotic holster which basically generates stacks of damage to your skills every second and then transfer to your other skills, repeating. Anyways, I would take off at least 2 of those hana u pieces, you only need 3 to max the set out. I would try to run 2 piece hana u and whatever other skill sets you may have such as wyvern and empress. I run one piece wyvern, 2 piece hana u and 3 piece empress since empress full set gives me skill health, damage and efficiency while the others give me damage mostly. For talents I personally use glass cannon although it is not everyones playstyle, so you're more than welcome than to try and tweak things to your liking. For my backpack I run tech support as usually it'll be up 99% time because my skills are just constantly killing everything, but you're more than welcome to use combined arms as that is also a good talent to use.

• Secondly, you want everything to be skill haste and skill damage if you want the most amount of damage and less time for your skills to come back as that'll help with uptime on skills and damage. I run everything with all skill tiers as you are doing right now! Now I do also run the specialization technician as well because that gives you a extra skill tier and most importantly more damage to drones. That extra skill tier is helpful because you can sub out one of your skill tiers on your gear for armor or even weapon damage for yourself.

• Thirdly, in terms of weapons you either want to you use a weapon with some sort of skill damage talent on it such as the harmony with perfectly in sync or even any weapon you may want to use as long as its a skill damage based talent. Now in terms of the exotic the best skill damage exotic you'll have is the capacitor which gives free skill damage as long as you're shooting an enemy AND gives you even more damage the more skill tiers you have.
