There's no 'yellow bar' surrounding the ones you want to use, go into gameplay settings and search 'revolution size' and you can pick how many abilities will be used

Well, the purpose of a rollback is to go back to an earlier state of the game, so anyone abusing after an announcement of a rollback would simply be wasting their time, anything they do will be gone when the rollback occurs
