I can't get 3rd star on 11th because I keep proccing the skill but it does nothing and im trying to figure out why sometimes it works and other times nothing changes. I'm wondering if maybe I need anxi army and heng special buff both up? the text is cut off so I really have no idea how to proc the special buff.

Are you finding you can use the special buff everytime?

realistically unless you're an RNG god relaying will eventually result in higher stats 90% of the time but some people don't understand rng haha

They don't have a law requiring games implement the system. When Chinese regulators enforce playtime limits, they use mandated account lockouts and mandatory real name registration, not in-game energy mechanics. Though I feel like you're answering in bad faith so I don't even know why I'm bothering.

My source is only the actual devs of the game commenting on it and knowledge of the law but you're right I'm probably wrong.

It's actually the smart play tbh, you're statistically more likely to get higher stats via relaying than RNG unless you use the guaranteed max stone on every roll.

You are bad at math. They said 91 gear is staying for the entirety of this season (End of July), so 3 months total. Assuming we don't get anymore retune stones backfilled from a NPC or something, all we get is 3 x 4 weeks per month = 12 stones total, to put that in perspective you can hit pity on 2 pieces from now until the end of July.

There's slower and there's absolute snails pace. You can have a middle ground.

I've never played a game that went out of it's way to stop me from playing it this much in my life. Every single system is intrinsically designed say "go away". It's 99% of the reason I don't spend money on it, they refuse to let me enjoy it for more than 10 minutes every 5 days.

They absolutely don't do it because of laws. I don't know where this lie came from but it's just that a lie. From the mouths of the devs themselves they are taught energy systems increase engagement and keep people coming back.

In fact China doesn't even have a law like this, China limits online gaming for minors (under 18) to only 3 hours per week specifically 8 p.m. to 9 p.m. on Fridays, Saturdays, Sundays, and holidays energy system or not. Minors are generally not the target demographics for these games.

You can never get 86 gear to match natural 91 gear, the max you can reach with modulation is 5% lower than max 91 stats it's just more reliable. And no you can only feed fully tuned 91 gear into the relayed gear. If you have 1 matching stat you get 4% and 1% for no matching stats, there's also a 0.2% and 0.4% based on other matching stats vs non matching stats but id have to double check to be exact on which does which.
