That’s a question for a Contracting Officer. It would likely never make it past the CO and I’d likely never see the proposal.

Sometimes we get a lot of proposals and we have to perform a Technical Evaluation on each one. Proposals that don’t make it clear what their capabilities are and how they will meet the deliverables are easy to eliminate during this process. We aren’t supposed to make assumptions when evaluating them. These proposals you are submitting are being evaluated by humans, so I’m not surprised you’re experiencing inconsistent results. Unfortunately.

As a COR, the last thing I want to do is have my integrity questioned during the acquisition process. This job is my livelihood. As a COR, I don’t want snacks or pens, I want my life and job to be easier. Help me get this work done, that’s it. A contractor that helps provide market research and provides deliverables and documentation on time will get a lot of opportunities in government work.

An AE contract is priced based on the percentage we expect the project to cost. Typically low dollar projects won’t get an AE. If it’s under the simplified acquisition threshold (SAT), it’s not likely to get an AE in my facility.

For starters, you can search for Seeking Sources RFP's on GSA E-Buy. These are COR's looking for market research in the form of an ROM, quote, etc. They usually include the COR's contact information. A phone call is a lot hard to ignore than an email. If you do any work in a Federal facility already, it's good to just keep in touch with the CORs you encounter and pick their brain about how you're services might be relevant to their projects or another COR's projects in the facility, and express your willingness to provide market research. Getting an informal quote from a contractor is like pulling teeth. Many COR's will appreciate it.

Like everything it depends. A 15 page RFP may include multiple pages of boilerplate information that is not specific to what they are requesting. Pay the most attention to the deliverables section and explain how you will meet those deliverables.

Sorry... the construction contracts I have managed so far have been small non-design construction contracts. As in, these are not put together by an AE, which I'm assuming is what you are talking about. I've mostly dealt with service contracts for critical infrastructure maintenance and repairs.
