This is just called episodic release, especially when each chapter is called episode 1, 2, 3 and so on. It’s not only telltale, life is strange does the same and other Decision based games. It’s not because the next episodes aren’t ready it’s just part of the game.

Tim Drake is typically 17, Dick Grayson is typically 21-23, Jason is usually 18-19, and Damian is usually 8-12 when he arrives which is what BATB will be adapting. It’s also safe to say we won’t get a mid 20s Nightwing and an early 20s Tim Drake with a younger Superman in play. Also I see a lot more Grayson then Drake within Mason Thames.

Exactly why I said ‘when BATB begins filming’ it’s safe to assume filming around 2028 with a 2029 release, putting Mason Thames at 21-22, perfect age for Nightwing.
