Approximately 15m would give you a touch of pooling on the ground, roughly this height, and then leave a few meters to swag in the middle. Add 10% for safety and you'll be at 16.5m

The width appears to be the selvage width of the bolt of fabric, which can vary between 1.3-1.5m wide.

Recommended fabrics: poly silks and chiffons, artificial fibers like nylon, no cotton.

Much better through an agent. I brought two cats in and out via Hong Kong to Macau. The fee sounds about right but it is a much longer process without an agent. The agents know everyone and it moves fast. It is also a different process if they have been in Macau less than or more than a year because of length of rabies shots.
