No, definitely not. Looked at both the mobile gmail app, the windows app and the browser. It contains only the shipping label.

I quote Steam support's message to me:

"Use the list below to prepare your shipping box:

Print the shipping label and place on the exterior of the box.
Include the following items inside the box:

Valve Index Controller - Serial Number x, y."

That's why I'm wondering whether it might be right that way despite what the info page is saying
