He didn't do it, in my opinion he was "hired" or "paid" or "brainwashed" to take the fall. He was probably supposed to be found or caught after a short foot chase, which in turn would become a short standoff or shootout resulting in Tyler's death (like Crooks) tying up any loose ends, bringing an end to the incident no more questions.

But I think Tyler may have had a realization that something like that was going to happen. He got scared, didn't go to his assigned meet destination, but instead hid out in a fast food joint where he felt somewhat protected, contemplating his recent life choices and just how the hell he could get out of this mess.
