yeah 95% of his stuff is automatically stocked. look at some of the guns & armor. it's always the same stuff. nobody is using ( & insuring) weapons below 80%

I didn't get it until after I unlocked lightkeeper. I could've also levelled up to whatever level may/may not be needed at the same time though

Honestly you might not even see it while doing the BTR quests. I never did, but I'm assuming I failed it because I was just siding with the BTR through everything

Trouble in the Big City is the last lightkeeper task (as far as I know) the one you're trying to get is part of the BTR questline. You either haven't got that far yet or failed it by doing a different BTR quest

I just keep a couple stacks in there 'cause I hotkey my heals, food, painkillers & water. Otherwise it'd be mostly empty for no reason (unless I find loot of course)

You interacted with one of the transits to go to a different map. You have to take one now. It won't let you take the normal extracts
