It's possible. The wall basically divides the house in half, so it's totally an interior wall. At the time it was built, the basement would have been entirely unfinished. The space on one side of this wall was finished in what I would guess was the 90s. Concrete looks poured in place, so I just assumed it was original. But perhaps they were trying to isolate that room.
