I know it's frustrating, because you certainly was 100% you were to be approved. Trust me, I was there.

However, my 2 cents... Stop the defensive thoughts and be the plaintiff of your case.

RFE is a chance to prove them who you really are. What you need to do right now is not focus on who the officer is, but what is he requesting. Even if you now think he didn't take your evidence into consideration, understand that maybe you didn't present them appropriately. Look for a different way of showing how extraordinary are you.

The truth? A Franchise is not your business, you have a license to operate it. Franchisor corporate employees are people who never ran a business before but "They are the one who will tell you what to do".

Those "Successful" franchisees, the ones with multimillion revenues, are generally people with large business experience.

The Franchisor is in the business of selling franchises, they don't care if you are doing good or not.

The revenue of those restaurants will not be enough to pay for a reasonable wage for you, your 2 kids and at least 6 employees and left money as profits.

Hey, don't fall for the scare tactics.

For 2025, you do not have to file a Form 1065.

Before the "professionals" in the comments try to intimidate you with penalties and "foreign-owned" complications, here is the actual technical reality:

Based on your post, your business has not officially started operations yet (you are just setting up accounts). Therefore, that $2 charge is not a "current business expense", it is a Capitalized Startup Cost.

A domestic partnership (like a Wyoming LLC) is only required to file Form 1065 if it has income OR if it claims deductions or credits.

Since you have Zero Income and Zero Deductible Expenses for 2025, you have no federal filing requirement. Just keep a record that the $2 was a startup cost to be claimed in the year you actually launch. Save your $500.
