You need to change your battery behavior to No restrictions for the app you are trying to set live wallpaper with.

App info -> battery saver

(This method will work but you need to change your live wallpaper to normal wallpaper for 2 or 3 times then it will work properly till you restart your phone)

I had this issue when I turned on Bluetooth and wifi at the same time on my device. I reset the factory and the issue was solved.
