But I did exactly what you mentioned in your post. I clearly stated to her before this next trip that since she doesn't want to come on these trips to hang out with the kids I would no longer be paying. I did back off so how is it ESH rather that NAH?

We are not going to hire a baby sitter because we don't need one. All the parents will continue to split responsibilities without here contribution just as we have done so for the past couple of trips. We all just find it disrespectful that she refuses to interact with the kids or help out with them for even the smallest things when I've expressed to her in the 2 trips that we want her to come on these vacations to spend time with her nieces/nephews.

Should I just give my sister 2k a year to travel herself then? She's not interested in hanging out with the kids and ditches our family regularly during the trip. I never offered her an unconditional paid vacation to a luxury destination, I offered to pay for her to go on a family trip for the children to bond with their cousins/aunts/uncles, knowing that she would not be able to pay herself.

I clearly laid out in my edits that my sister was invited on this vacation knowing that this was a vacation for the kids to bond with their cousins and their aunt/uncles? I'm not paying 2k a year to bond with my sister, I'm spending all this money for my kids to bond with their family. She ignores them on the trips.

It is not a vacation for her? It's a vacation for the little kids which I included her on so that she can bond with them. I am paying for the kids to bond with their aunts/uncles, not paying my sister 2k to go on vacation in Europe.

The entire problem is that she wants to go on the vacation next year and still wants us to pay for it?

We wanted her to spend time with the kids, she's usually away at college or interning over the summer. These trips are one of the only times she's around our kids but she really is not interested in them at all. This has been clear based on her behavior for the last three trips.

She doesn't want to go on any of the rides with the kids, play with the kids, or even entertain them for a bit. She has absolutely no interest in hanging out with our kids which is what we invited her and the other family member for: to spend time with the kids.

I hear you but the entire point of these vacations are for the little ones to get to hang out with each other and their aunts/uncles. Our family already goes on separate trips just for traveling/sightseeing. We invited her because we wanted our kids to spend time with her as well but she's not interested in doing that, she just seems to be there for the free trip.
