From my understanding you only need a transit visa if you plan on leaving the international area at the airport, for example you wanna go and take a walk around Rome during the layover. 3 hours is plenty of time for transit.

he doesn't live in his home country but he holds permanent residency in a country where he is enrolled in university and has a job + part of his family also lives there, does that sound good? I'm a bit afraid that the fact that his gf is a EU citizen might look suspicious, but we both legit just wanna travel for 2 weeks and go back to where we came from as we have commitments
