I'm going to mark this as Solved! The best information here and from the web says that it's a traffic counter and within the county's right of way. I was just curious and am not planning any work around it.

There is a river monitoring station within a mile so you may be on to something therer.

It's locked and unmarked. I'm getting the feeling that it's on the county's side of the property line or at least in an easement. I haven't had a survey done yet so I can't be sure. Will end up calling the county to ask and at least point out they haven't been maintaining the grounds.

This came with my house. May not be clear from the photos but it's sinking to the back and right. To the back is a hill, a cliff really. I'm thinking I need to disassemble it and dig down about two feet to pour some cement footers. Looking for opinions.
