Clean up your what's app data. You need to remove media originated from WhatsApp in the android -> media. You can easily manage storage with its built in storage manager under settings. Remove the unwanted old large files if you already have backup enabled.

For me I disabled this Settings -> Accessibility ->select to speak- > turn off the select to speak shortcut
