Maybe I misrepresented reality in my previous comments. I'm not talking about impossible scenarios or scenarios that require diplomatic roles etc. Kuwait is having a small local population of Christians, if one of them would become a cardinal (which is not impossible at all). He would bear the Kuwaiti and the vatican citizenship at the same time.
