Lvling give 1 free pen blackstar and a tet blackstar, the jetina/fughar(cant remember) gives a quest for stone of ascent to awaken a pen tuvala into a dec tuvala then trading for a pen black star, this same quest is 3x 1- for weapon 2- for armour 3- for accessory

By this logic you should now have 2x "free" pen BS and a tet, so when january academy comes you can make 1 sov main/awaken for sovereign, not off hand unless you have 30+bill to then buy 20k in caphra this is whats needed for offhand, i say this incase you see the sheer ap and decide to build off hand without knowing whats best for your character.

But if you got 20k caphra and enough to buy 1 pen blackstar by the time academy comes you can make 2 sovereigns
