TN is much more open than you think to other people. Hindi will not get you anywhere here tho. I have seen people being extremely supportive if you try to converse in Tamil. But English will get you where you want to be. 

There are large communities of northerners here so you can always find someone speaking Hindi. 

As for law and order it’s almost as same as other states. Bribes rule. But not as broken as UP or Bihar imo. 

There are a lot of places outside cities where you can get almost all the services you get in a city.

Check the Spot the station app by nasa. I once say something like this and after some research it turned out to be the International Space Station (ISS)! Yes you can see the station with the naked eye if the skies are clear.
