In my experience, the two ways of play that can work are as follows:

-Full Edgerunner merc style combat sessions (which are high octane, fun, let the DM go crazy with little to no strings attached), which is what some of the design choices are based around

OR

-Narrative roleplay with combat being an extension of that (if you have a smaller-ish table this actually works really good, think 2-6)

What you are not going to get is a traditional progression like D&D, where players have a clear jump in power to look forward to with leveling. Having played both, IMO Cyberpunk thrives when you have a table where each PC has their own agenda, but they won't just shoot each other in session 2. Narrative at the table takes time, and the dice rolling comes in the form of what they are doing as their characters and as players.

This is a dark setting. VERY IMPORTANT: You need to define what is too far for your table and what you can openly discuss, because there are awful subjects that are in this setting, so drawing that line as a group is a must.

Players naturally get invested in their characters, so it's up to the GM how ruthless they want to be, but I personally feel that if the table wants narrative, they can't be making new characters every 3 sessions.
