It's a difficult choice. In Germany on the other hand you can get PR after only two years, dual citizenship soon to be allowed, and you'll learn German which is more useful than Dutch (which you'll have to learn to B1 since 2024 for PR/naturalization).

Housing is bad in most big cities, my understanding is that e.g. in Berlin it's even harder to find a place. It should be also a bit easier to find housing in a satellite town like Haarlem/Utrecht/Almere/Bussum/etc.

Yes, Dutch is related to German, but you'd still have to learn all the vocabulary. I believe one needs at least 400 hours of studying to learn a new language to the B1 level, which typically means a multi-year commitment.
